Overseer Cup Special Rules
At the beginning of each game, an overseer from a federal government department or regulatory agency appears to inspect the proceedings and hand down rulings. After the FAME and Kickoff Possession roll, the coach that will kick off rolls a d8 to determine the effect the overseer bestows upon the match:
1) Referee Furlough (National Labor Relations Board) – A crackdown on unfair labor practices in the Referee’s Union cause a lockout. The ref is dismissed without pay. No player will be sent off for fouling or for wielding a secret weapon.
2) Gerrymandering (Federal Election Commission) - The number of players that can line up in the wide zones is effected. Roll a D6. On a roll of 1-3, coaches can only place one player in the each wide zones. On a roll of 4-6, coaches can place a third player into just one of the wide zones.
3) Advanced Interrogation Techniques (Central Intelligence Agency) - A randomly selected player from both teams is taken to an undisclosed location for the first half. The player is returned to the reserves box at the start of the second half with a niggling injury.
4) The Taxman Cometh (Internal Revenue Service) - Coaches roll a D6. The winning coach gains a reroll. The losing coach discards a reroll. If the roll is a tie, a tax audit occurs and each coach rolls again only for their own team. On an audit roll of 1-3, the coach loses a reroll. On an audit roll of 4-6, the coach wins a reroll.
5) Filibuster (Senate Committee on Rules & Administration) – Any player on the pitch in possession of the ball automatically gains the Fend skill.
6) Botched Healthcare Rollout (Health & Human Services) - KO'd players have to role a 5+ to move into the reserves box. (Any bloodwiser babes hired by the coach still provide a +1 modifier each for KO rolls.)
7) Equipment Inspection (Occupational Safety and Health Administration) – A randomly selected player on both teams have their pads assessed by a safety expert. The out of code pads are discarded and replaced with state-of-the-art equipment that is lighter and stronger. The player gains +1 MA and +1 AV for the game.

2 - Blood Lust
3 - Bonehead
